After 35 years, the Charlottetown police have successfully apprehended a suspect in the 1988 homicide case of Byron Carr.
This incident deeply affected the Prince Edward Islanders, particularly the LGBTQ community, causing them to live in constant fear.
Chief Brad MacConnell announced on Friday that Todd Joseph Gallant, a 56-year-old individual from Souris, P.E.I., has been formally charged with one count of first-degree murder and one count of tampering with human remains. According to MacConnell, the arrest took place on Thursday at 11:55 a.m. AT.
The decision to apprehend Gallant was based on compelling forensic evidence, which strongly indicates his involvement in Carr’s tragic demise.
MacConnell further described Carr as an affectionate son, brother, and friend, highlighting his role as a respected educator and a commendable member of the community.
Byron Carr Cause of death
On November 11, 1988, Byron Carr tragically lost his life in his home on Lapthorne Avenue, where he was strangled to death with a towel. His body, bearing multiple stab wounds, was discovered shortly thereafter.
Carr’s final known whereabouts trace back to the early hours of that fateful day, around 3 a.m., as he was driving his 1987 white Ford Tempo near the intersection of Richmond Street and Prince Street.
Who is Byron Carr?
Byron Carr, a former English teacher at Montague Regional High School, was 36 years old at the time of his death.
He lived with a hidden aspect of his identity as a gay man, a truth that only came to light after his tragic passing, as shared by MacConnell.
Carr’s demise occurred during a challenging period in the province’s history when LGBTQIA2S+ individuals often faced unwelcoming and unaccepting attitudes, compelling many, like Carr, to conceal their true selves and engage in clandestine social interactions, subjecting them to unnecessary risks.
Regarding the nature of Carr’s death, MacConnell was queried about whether it constituted a hate crime.
He indicated that a handwritten note discovered at the crime scene, which ominously declared “I will kill again,” hinted towards such a motive. Despite uncertainties surrounding the circumstances, MacConnell emphasized a commitment to uncovering the truth behind the crime, including potential factors such as hate.
The primary goal, he reiterated, was to ascertain the truth, regardless of the outcome, a sentiment echoed by Carr’s family, who have long sought closure and justice in this matter.

Todd Joseph Gallant, also known as Todd Joseph Irving, was apprehended on Thursday in Souris, P.E.I., and has been charged with first-degree murder and tampering with human remains.
Another individual was also taken into custody in relation to the case but was subsequently released.
MacConnell stated that the investigation into this person is still ongoing. John Carr, Byron’s brother, expressed his family’s gratitude for the diligent efforts of the police force, acknowledging that there were moments when the chief displayed more optimism than they did.
“It has been a lengthy 35 years,” he remarked. “Our parents, both our mother and father, have passed away and are not here to witness this development today. However, we believe they are with us in spirit.
This would have meant a great deal to them as it represents the next step in seeking justice for Byron.”
