A female lawmaker was seen standing in the video, trying to pay attention to what was being discussed.
The yet-to-be-identified sitting man rubbed her exterior as she tried to maintain focus on what the speaker of the legislative house was saying; she quickly pushed his hand away to avoid being seen, but the moment was captured.
There is speculation that the short video clip that has many people talking is from a Nigerian state assembly.
